The Process

Open Forums provide employees and students the opportunity to give direct feedback on draft policies to the College Council . They are modeled after the public hearing process used by most governmental agencies.

Public hearings and Open Forums allow for respectful, insightful, well-spoken comments and structured feedback on the topic in question. You need to make your case. It is your responsibility to convey your wishes and the rationale that you think supports what you want. Please avoid ad hominem attacks (criticisms that are aimed at the person rather than at the ideas being espoused).

In order to allow for maximum participation of constituents during the Open Forum, verbal testimony or comments are limited by time. Each person will be allowed 3 minutes of verbal comment. Generally, the agenda for an Open Forum will be as follows:

  • Call to Order
  • Introduction by forum leader/facilitator
  • Purpose of the Open Forum (topic that will be covered)
  • Procedures for the Open Forum (how it works, time limits on comments, what will happen with the comments submitted, next steps)
  • Present draft policy that will be discussed (policy text, FAQ items)
  • Public Testimony (statements & comments from attendees limited to 3 minutes)
  • Close the Open Forum
  • Thank you
  • Adjourn

Written comments are recommended to be about 1 page in length (maximum) and can be submitted to any member of the College Council and/or the general College Council email address ( collegecouncil@oc.ctc.edu ). Written comments must be delivered to the College Council within 2 weeks of the Open Forum in order for them to be considered.

All feedback, verbal and written, will be considered at the next College Council meeting. Members of the College Council will determine amendments, if any, needed to the policies and re-submit the policies to the President and Cabinet for approval and implementation.
